Marcia Tucker President/CEO Martucks Consulting Marcia Tucker, the President and CEO of Martucks Consulting has over three decades of public sector experience in the water and sewer utility industry, and is a highly accomplished leader in her field. In her former roles, including Division Manager of the Pipeline Design Division and Acting Team Chief of the Customer Care Department at the Washington Suburban Sanitary Commission/WSSC Water (WSSC), Ms. Tucker has successfully directed key teams and critical infrastructure programs. Ms. Tucker has a proven track record of delivering quality projects on time and within budget, while strategically advancing the mission of her clients. She possesses a wealth of knowledge and extensive leadership experience in the administration of water and sewer infrastructure planning, design and rehabilitation. Her extensive expertise enables her to provide services to public and private sector clients in areas such as Utility Management, Asset Management, Business Strategy/Change Management, Best Practices, Grant Preparation, Quality Control, Civil Engineering and Value Engineering. Ms. Tucker’s extensive experience in the administration of water and sewer infrastructure programs has earned her a solid reputation in the industry. During her tenure at WSSC, Ms. Tucker managed large-scale, capital improvement programs as well as others such as water and sewer infrastructure replacement and rehabilitation programs totaling approximately $36 million annually. She oversaw the Sanitary Sewer Evaluation Surveys (SSES) projects and the design and preparation of contract documents for the rehabilitation, repair, and relocation (SR3) of over 7,000 sewer assets in support of WSSC’s approximately $1.4 Billion Consent Decree (CD) Program. As Program Director of the CD, Ms. Tucker also oversaw a large Program Management team and led the program’s successful execution over a 15-year period, while managing a budget of over $90 million for the program’s consultant design and contract preparation services. She also oversaw WSSC’s Relocations Program which included major State programs such as the Maryland Route 200 Intercounty Connector (ICC), an 18.8-mile-long, six- lane toll road, and the Maryland Transit Administration’s Purple Line, a 16.2-mile light rail line being built to link several Maryland suburbs. Ms. Tucker’s skills and experience also include managing Basic Ordering Agreements (BOAs) totaling as much as $165 million over several years, to support capital programs for the annual water and sewer infrastructure programs. She managed the WSSC’s Infiltration/Inflow (I/I) program to identify and eliminate extraneous flows in the collection system. Ms. Tucker also developed, established and implemented WSSC’s Job Order Contract (JOC) / Indefinite Delivery Indefinite Quantity (IDIQ) Contract program for water and sewer pipeline construction projects. As Acting Customer Care Team Chief, Ms. Tucker was responsible for a team of over 500 employees, including nine (9) senior leaders. She directed the maintenance and emergency repair programs for the water and sewer systems, SSES programs, closed circuit television inspection program (CCTV), Customer Relations, Billing, Meter Reading, Meter Maintenance and Claims Processing. Ms. Tucker’s diverse engineering and management background has earned her a solid reputation for delivering quality projects on time and within budget. She consistently leverages her experience to strategically advance her client’s mission while ensuring efficiency, quality service to customers, and cost-effective management of resources. Her experience includes asset management, strategic planning, project scope development and implementation. She has also identified and established best practices and managed operational activities, implemented growth strategies, and identified initiatives that supported the WSSC’s overall strategic plan. She also has extensive experience in the trenchless pipe rehabilitation industry. Ms. Tucker holds an MBA degree from the University of Maryland (UMGC) and a Bachelor of Science Degree in Civil Engineering from Howard University. With her extensive knowledge and leadership experience, she continues to provide valuable insights and support to clients across the public and private sectors.
